Board of Directors

ASFE/The Geoprofessional Business Association (GBA) is led by an eight-person Board of Directors. The Association's current Board of Directors comprises:
Kurt R. Fraese, L.G.
Kurt FraeseMr. Fraese has provided consulting services to the energy, development, transportation, federal government, and water and natural resource markets since beginning his career with Woodward-Clyde Consultants in 1983. Mr. Fraese joined GeoEngineers in 1988 and became CEO in March of 2007. His technical expertise is in assessment and remediation of hazardous substances in various media. His project experience includes remedial investigation/feasibility studies, preparing corrective action plans, remedial design, and remedial action monitoring. As a trusted advisor to many clients, Mr. Fraese has been assigned the role of regulatory liaison and participated as the client representative in numerous negotiations with attorneys, lenders, insurance companies, contractors and real estate professionals. He also has served as an expert witness. Mr. Fraese holds a Bachelor of Arts degree (in geology) from Humboldt State University and, in addition to his service to GBA, is active in the Mountains to Sound Greenway Trust.
Steven D. Thorne, P.E., D.GE
Steve Thorne Mr. Thorne has 30 years of diversified geotechnical and geo-environmental engineering consulting experience, including the planning, supervision and management of more than one-thousand projects, with special focus in the areas of pile foundations, soft-ground construction, slope stability, ground improvement, seismic evaluation, and instrumentation. A principal of Terracon in northern New Jersey, Mr. Thorne earned his Bachelor of Science and Master of Engineering degrees at Rensselaer Polytechnic Institute. In addition to his service to GBA, Mr. Thorne is a founding trustee of the Academy of Geo-Professionals and its current president.
Gordon M. Matheson, Ph.D., P.E., P.G.
Gordon MathesonDr. Matheson is president and CEO of Schnabel Engineering Inc. He has more than 35 years of experience nationally and internationally, meeting a wide variety of geo-engineering challenges. He is the author of more than 35 publications and has been active in industry and professional societies for many years. Prior to joining the GBA Board, Dr. Matheson was chair of the GBA Business Practices Committee and helped develop numerous GBA programs. Dr Matheson is also a past chairman of the ASCE Engineering Geology and Site Characterization Committee, has served as adjunct faculty at several universities, has served on several university faculty advisory boards, and actively supports local community charitable activities. Dr. Matheson received his Bachelor of Science degree from Virginia Polytechnic Institute and State University, his Master of Science from the University of Missouri at Rolla, and his Ph.D. from the Colorado School of Mines.
Joel G. Carson
Joel CarsonMr. Carson has served on the GBA Board of Directors since 2011. Prior to accepting that role he was the Chair of the GBA External Relations Committee, Chair of the New Leaders Committee, and Vice Chair for the Business Practices Committee. From his Office in Omaha, Nebraska, Mr. Carson is a Senior Vice President, Senior Principal, and Facilities Segment Manager of Kleinfelder’s Commercial, Education, and Healthcare Segments. His responsibilities include building a high performance leadership team, driving business development efforts and client initiatives, ensuring profitability and providing growth opportunities to his Team nationally. He also serves on the Omaha Parks and Recreation Advisory Board where he can combine his love for recreation and fitness with his passion to serve his community.
Stewart G. Osgood, P.E.
Stewart OsgoodMr. Osgood is president of DOWL HKM, a 360-person, multidisciplinary civil-engineering firm with 20 offices in 6 western-U.S. states. Mr. Osgood has led the company through unprecedented growth. He also provides the overall strategic direction for the company and is responsible for its financial health. During his tenure as president, Mr. Osgood has continued to manage key infrastructure-development projects, while focusing his attention on planned growth, strategic marketing, project-manager training, employee retention, and managing expenses. Mr. Osgood is a licensed civil engineer with design experience in civil, geotechnical, and structural engineering. He holds a Bachelor of Science degree in civil engineering from the University of Vermont, and a Master of Science degree in arctic engineering from the University of Alaska. Mr. Osgood is active in numerous professional, community-development, and youth-athletics organizations, and serves on the board of the Anchorage Economic Development Corporation.
Laura R. Reinbold, P.E.
Laura ReinboldMs. Reinbold is a vice president and principal of TTL, Inc., a 180-person geoprofessional firm serving the United States from offices throughout the southeast. She has been in the engineering profession for more than 25 years, and is serving as the Nashville Branch Manager. Before serving on the GBA Board of Directors, she chaired the GBA Education Committee. She serves on committees for ACEC, the Urban Land Institute, and the Nashville Chamber of Commerce. She is a frequent speaker and lecturer on consulting and client development. Ms. Reinbold holds a Bachelor of Engineering degree from Vanderbilt University and is a licensed professional engineer and a LEED Accredited Professional.
Woodward L. Vogt, P.E.
Woody VogtMr. Vogt is president of Paradigm Consultants, Inc. in Houston and a fellow of the American Society of Civil Engineers and ACI International. He participates in committee activities of ACI International and ASTM and currently is chair of ASTM E36 - Accreditation and Certification. Before joining the GBA Board of Directors, Mr. Vogt was a founding member of the GBA Construction Materials Engineering and Testing (CoMET) Committee and chaired the GBA Accreditation and Certification Task Force. He serves on the board of directors of the International Council for Certification of Construction Inspectors and is past board chair of the American Association for Laboratory Accreditation. He is secretary/treasurer of TCEL/Geoprofessionals Serving Texas and is completing a two-year term as president of the Houston Chapter of TCEL. Mr. Vogt received his Bachelor of Science and Master of Science degrees from the Georgia Institute of Technology and is a licensed professional engineer in Texas and Louisiana.
